OpenAI is merging ChatGPT and Codex onto one shared usage pool for paid plans, and tightening how many paid accounts can sit on the same card or device. Both changes are in the Help Center. MODEL has not tested them.

What changes in December. For Plus, Pro, and Business, the usage allowance will be shared across ChatGPT and Codex as OpenAI brings agentic Work into the main ChatGPT experience. Usage is measured in tokens; more advanced models and complex tasks burn more. Instant chat does not draw from your usage. OpenAI says it expects most users will not need to wait for resets more often than they do now. Remaining usage and reset times will show in Settings → Usage. If you hit the limit: wait for the reset, upgrade, or buy credits.

Work and Codex already share an allowance under a separate Help article; the December change is bringing ChatGPT into that shared pool with Codex. OpenAI has not published pool sizes or exact reset windows beyond what Settings will show.

Card and device limits, separately. OpenAI frames these as privacy and security protections. Too many subscriptions on the same payment card or device can block checkout with: "Too many subscriptions associated with this card or device. We can't complete this purchase." That is not a bank decline. Device limits also cap how many paid accounts you can use on one device. "Device limit reached" means that paid account cannot be used on this device; it can appear at sign-in or after a later check even if purchase worked at first. Buying credits or resetting usage does not clear a card or device restriction. Signing out does not guarantee another paid account becomes eligible.

Which plans count toward device limits: Go, Plus, Pro 100, Pro 200, and Pro 500. Free accounts and Business, Enterprise, and Edu workspaces do not count. OpenAI does not publish the numeric limit. Existing subscriptions purchased before restrictions take effect can continue; canceling one does not guarantee you can replace it.

Who feels it. Builders who run ChatGPT for chat and Codex for coding agents on the same Plus, Pro, or Business plan will share one token budget instead of two. Multi-account stacking across cards and devices gets harder. Instant chat stays off the meter.

Verdict. One pool is clearer accounting; it is also a hard ceiling if you lean on both products hard. Treat Settings → Usage as the source of truth after the December switch, and do not count on a second paid seat on the same card or laptop to stretch the budget. Not tested by MODEL. Not sponsored.
